How does The Empire Strikes Back not make this list? It was funded completely by Lucas.

Independent has connotations as well as the strict meaning
I think, for many, that the term “independent” also implies something that’s out of the mainstream….something for which the audience won’t necessarily be as wide.
That’s probably why people don’t think of EMPIRE as independent regardless of whether or not it’s funded outside of the traditional Hollywood studio system.
