Preliminary guidelines:
Sites under European rule which lie outside "Europe":http://en.wikipedia.org/wiki/Europe should not be included. All "EU":http://en.wikipedia.org/wiki/European_Union territory should be. For countries which belong to both to Europe and Asia only add the "European sites":http://en.wikipedia.org/wiki/List_of_World_Heritage_Sites_in_Europe
