I’m no fantasy expert, I don’t read enough fantasy. However, these are my top 25 fantasy novels.

I excluded some questionable fantasy pieces such as "Le Morte d’Arthuer" since that is more of a canonical form of a legend. I also tried to exclude novels that could be considered "fantasy", but whose primary genre is that of another (e.g. The Metamorphosis).
